ITC opted for the University of Twente as its legal "custodian". This choice was formalized in an agreement that was signed in December 2001 by ITC rector Martien Molenaar and the chair of the board of University of Twente Frans van Vught. This administrative relationship meant that the university acted as ITC’s main representative and intermediary with the Ministry of Education.
