One of the areas of expertise at PGM is Land Administration, which is the process of determining, recording and disseminating information about land rights (not just ownership), the value and use of land and its associated resources. In the case of Brazil, understanding how this is managed is a daunting task, not only because of the size of the country and all the complexities that come with scale but also because the institutional landscape is fragmented, with many (apparent) overlapping responsibilities.
To understand the land sector in Brazil and explore new opportunities for collaboration, we needed a partner with extensive experience and knowledge about Brazil, and luckily for us, that person happened to be Professor Bastiaan Reydon, who at the time (2023) was working as an International Consultant for Kadaster International with whom ITC as a long history of fruitful cooperation.

It was in this context that in February 2023, André da Silva Mano and Flaávia Carvalho de Souza accompanied Professor Bastiaan and Gabriel Siqueira from the Land Governance Institute (IGT), Brazil in a series of talks with key Stakeholders of the land sector in Brazil. In total, for five working days distributed between Brasilia and Belem, close to 30 meetings were held with federal institutions, funding institutions, state institutions and Non-Governmental Organizations.
At the end of these meetings, a clear picture of the situation in Brazil started to form and, more importantly, we saw how ITC could contribute to bringing institutions even closer toward the common goal of an effective land administration system for Brazil.
